Chinese government have at last nominated delegates to negotiate with representatives of heads of legations. They are W.W. Yen, C.T. Wang Pu and Tsai Ting Khan. First meeting will take place tomorrow evening. Chinese government are endeavour-

ing to insist that their two notes of June 24th

(see my telegram No. 161) should form basis of

negotiations. They are being informed that our

delegates will only deal with Shanghai incident

itself and that demands, put forward in note to representatives at Washington, treaty powers (7 cannot) possibly be dealt with in this way.

Attitude of Chinese government is typical of their

complete surrender to students' demands, regardless

even of common sense.
